CADIEM Casa de Bolsa, together with its strategic partners, marked a milestone in the Paraguayan exchange market by successfully completing the first permanent residencies for foreign investors under the ‘Investor Pass' regime. This achievement establishes the firm as the key financial vehicle for those seeking direct, straightforward residency in the country through the securities market, opening the door to capital from Latin America, North America and Europe.
These transactions under the mechanism involved an investment of USD 200,000 per applicant over a two-year term, thereby meeting the stipulated legal framework. The process demonstrated the efficiency of the ‘Paraguay Investor Pass' tool, which makes it possible to obtain permanent residency directly through the Foreign Investor Certificate (CIE) issued by the Ministry of Industry and Trade (MIC), shortening timescales by removing the need for prior temporary residency.
On this, Natalia Trinidad, CADIEM's Business Director, highlighted what attracts this capital:
“These are major entrepreneurs drawn by the benefits of the demographic dividend, the tax advantages and the business opportunities in Paraguay. They obtained the certificate, made the investment and we successfully closed the transaction on the exchange,” she explained.
To respond to this flow of foreign capital, the firm is bringing in technology and optimising its systems, adapting to faster response times than those of the domestic market. The executive said there are already several interested parties on a waiting list from sectors such as hospitality and industry.
“Across every investment vehicle, CADIEM is the first to carry out these processes. That means we know from the inside how things are done; it takes time, but you gain in standing and in being the firm people call when they need us”, concluyó Trinidad.
The strategic support of CADIEM and its partner firms ranges from legal support to financial structuring in the capital market. To reach the required amount, investors can access a diversified portfolio of eligible products within the regime, including real estate options such as the Link Center Investment Fund, a wide range of liquidity and growth mutual funds, and the purchase of bonds and shares in leading companies driving local development.
Acerca del Paraguay Investor Pass
The Government of Paraguay, through the Ministry of Industry and Trade (MIC) and the National Migration Directorate, has officially introduced the Paraguay Investor Pass. This tool updates and streamlines current regulations to make permanent residency more accessible to foreign investors in the country.
Under Migration Law No. 6984/22, the mechanism speeds up obtaining the Foreign Investor Certificate (CIE). Its main advantage is that it allows a direct application for permanent residency, removing the requirement to hold temporary residency first.
To qualify, a minimum investment of USD 200,000 is set in real estate or in the local securities market, with the added attraction that direct job creation is no longer required. With this initiative, Paraguay consolidates a highly competitive and predictable regulatory framework for attracting foreign capital.
